New Castle Municipal Services Commission

The New Castle Municipal Services (MSC) Commission was chartered in 1921 by the Delaware General Assembly to provide water and electric service to the people of New Castle.  An agency of the City of New Castle, the Commission, originally known as the Board of Water & Light became the New Castle Municipal Services Commission in 1999.

In 2001, the EIA reported that this publicly owned municipal utility had over 2,340 customers and sold a total of 66,624,000 kWh of electricity. The New Castle Municipal Services Commission offers no energy efficiency or renewable energy programs and has no history of doing so. Although the MSC provides rules for the parallel operation of customer sited generation and co-generation, the rules are not standardized and are managed on a case-by- case basis. The MSC requires dual meters to be installed for all customer sited generation. The cost of the additional meter is at the customer’s expense. The utility offers no net energy metering rider at this time.

The New Castle Municipal Services Commission recently annexed the Airport Plaza on Rt. 40 and the Centerpoint Business Park on Rt. 273. New Castle Municipal Services Commission is a Delaware Municipal Electric Corporation member and part owner of the Warren F. “Sam” Beasley Power Station, the 50 MW peak power facility located in Smyrna, Delaware.
